While Aion doesn't have any direct way to buy power it does have options that allow you to gear up much more quickly if you are willing to spend money. NA Aion is P2W, and I've heard that EU is much worse, so yes. It's not even a matter of being set behind, the game is being designed with P2W in mind now, which makes everything worse.
